Can Chowgath get back the shorter cooldown for ulting monsters?

I can't remember all the times that I've gone for dragon with Chogath, nommed it, and then a fight broke out in mid/river that I didn't have ult for at all. And I remember how Cho used to get a shorter ult cooldown if he had used it to kill a non-champion (monster/minion). Would it be that much of a buff if he were to get some resets on his ult? Perhaps you could pair it with a mechanic that either makes item 3193's active reduce Feast's damage or his Ult ignore the bonus health from the active.

He is considered broken by many.

I think that is the point... if you nom a minion or a boss monster that is the trade-off you get and can hopefully avoid fights for the short CD.

I mean, at least you are asking for compensation by decreasing something else. But it is a trade-off basically every champion makes. Use skill now or save for teamfight. Cho is only "different" because he is rewarded for eating monsters.
