Warmog's Shield, Greaves, and Halberd

For a while, I have had these ideas bouncing around my head, and I've been trying to make them work on tanks and juggernauts, but reduce the chances of abuse. The passives for each of these would be a little unfair early on as a first item, so I applied the Warmog limit.

If you couldn't guess, these are designed for tanks and tank/fighters.

Along with these three items, the passive for Warmog's Armor would need to kick in at a higher level, say the 3500 I have for these items.

---Warmog's Shield--- (3500G) Builds from: item 3024 (1000G) item 3751 (1100G) item 1057 (720G) 680G UNIQUE -- Grants WARMOG'S REFUGE if you have at least 3500 Max Health +40 Armor +40 Magic Resist +400 Health +10% Cooldown Reduction WARMOG'S REFUGE: Deals 5% of your base health per second as Magic Damage to nearby enemies. Does 50% more to minions and monsters

---Warmog's Greaves--- (2750G) Builds from: item 3117 (900G) item 3067 (800G) item 3801 (650G) 400G UNIQUE – ENHANCED MOVEMENT: +45 flat movement speed UNIQUE – Grants WARMOG'S STRIDE if you have at least 3500 Max Health +500 health +100% base health regen

WARMOG'S STRIDE: Gain bonus Movement Speed equal to 5% of your Base Health while out of combat.

---Warmog's Halberd--- (3500) Builds from: item 3057 (1050G) item 1038 (1300G) item 3801 (650G) (500G) UNIQUE – Grants WARMOG'S FIST if you have at least 3500 Max Health +450 health +100% base health regen +250 mana +10% cooldown reduction +50 attack damage WARMOG'S FIST: After using an ability, the next basic attack deals 10% Base Health as bonus physical damage (1.5 second cooldown), and you heal for 50% + Lifesteal of the total premitigation damage for that attack. *(This section might be OP.) (This section probably is OP) *

cool concepts, but seem a touch overpowered.

furthermore, I don't see a possibility for any more than one of these (even in a nerfed state) to be added to the game without creating a really nasty health stacking metagolem.

Warmog's greaves are my favorite, and if tuned right could be a really cool niche item for roaming tanks like certain junglers and top laners. I'd still suggest dropping the % bonus health effect to something like 2-3% instead of 5%, because right at the threshold to activate it you'd get 175 out of combat MS (which is just bonkers).

Are he greaves considered normal boots meaning if you get another set of boots you only benefit from one of them? Because those are too stat efficient. You basically get 6 stat items AND boots.
