I hope you don't keep those Lissandra's nerfs on PBE
I main Lissandra mid, around 500 games ranked with her, and I can tell you right now that raising her Q's mana cost is just down right dumb. The lowering of her HP I can understand to an extent but isn't necessary because she has to get very close for her kit to work. Raising her Q's mana cost to 95 on an already very weak spell is crazy! Her Q does 70/100/130/160/190 + (65% AP) and is her ONLY spell to clear minion waves without putting herself in too much danger, since it's range is only 725 before hitting an enemy. For comparison to other mid laner's spammable spells: Syndra's Q is 50/95/140/185/230 + (75% AP) with 40/50/60/70/80 mana cost, Annie Q's is 80/115/150/185/220 + (80% AP) with 60/65/70/75/80 mana cost and it gets refunded for killing an enemy, Orianna's Q is 60/90/120/150/180 + (50% AP) with 30/35/40/45/50 mana cost but she can zone just with her ball being in the middle of the lane and she always combos with Q/W or Q/E, Ryze's Q is 60/85/110/135/160/185 + (45% AP) with 40 mana cost. There are even more examples but basically except for Orianna's Q, Lissandra's Q does the lowest damage of all the spammable mid laner spells and costs the highest except for Xerath, and his range easily protects him.
Even at 85 mana I find that she goes oom very quickly before catalyst and that her poke is unreliable against any competent mid laner. You have to all-in or Q through a wave and all the enemy has to do is move to the side of a wave to dodge it, which makes her easy to damage for any bully champ already. Also even when you all-in she usually needs help from a teammate to secure a kill, even with her ignite, because her entire kit is sacrifices damage for CC. Finally her win rate is only 48.99% mid and 48.92% top so I fail to see why she would need nerfs for any reason.
