@Riot 2 Months Since Refer A Friend Change Announcement is it coming?

It's been 2 months since the announcement of changes to the refer a friend program that were supposed to happen a few weeks following the announcement. So is this happening or did Riot change its mind?

They said it would be 1 month after the announcement, i guess not. They are prob tracking down people who abused the old one to ban them from the new one, just my guess.

I hope i can get 3150 bonus IP cause i already have Twitch (and Kingpin skin for him which i prefer over this), though i guess 5k IP is already pretty huge.
