Did Riot Lie About Changes to Refer a Friend?

I am wondering if there Refer a friend changes are still coming? According the announcement they were supposed to be added in the few weeks following the announcement but that has been nearly 6 weeks ago.

Is the refer a friend program really getting changed? Or was it simply an idea that was later discarded?
