How to question possibility?

Say you have a champion in a game who builds last whisper and blade of the ruined king (yi, vayne, etc etc etc)

How does one counter that? (Note: i'm not talking about just simply tanking i'm asking relative to champions who generally build it, how do you counter them?)

Already known information: Exhaust is probably the only thing i know that is 100% effective from the get go Building armor is semi helpful (though not necessarily all the time, I.E: in vaynes case) Building Lifesteal does help also, to some extent

there has to be something i'm missing, so my question is what exactly am i missing when it comes to these 2 items exactly...

Damage to kill them first, or armour/hp to survive while someone else kills them.

People vastly underestimate how effective armour is versus champs who have true damage in their kit (e.g. vayne). Yes vayne does a chunk of of true damage when she hits you with 3 autos, but she also just hit you with 3 autos, which as a late game adc can be 1k+ physical damage (heck in some builds, it can be 3k+ damage), and being able to negate a lot of that helps.

Also things with the cold steel passive to lower their AS, as most people building bork are AA reliant.
