Can we get the old Fervor of Battle back

Can we just get Fervor f Battle and a few old masteries that were completely forgotten I don't like playing with Conqueror against someone with Electrocute simply because the trade is already over when Conqueror activates, plus that I don't like dealing so much true damage, Yasuo was already good against Tanks now he is just clashing them like everything else...
