remove chogath in ranked?

He is perma banned in ranked right now and personally have not seen him in over 400 games. so why not just remove him and free up a ban spot? he is overpowerd and everyone knows it.

Not sure if this means much, but I can solo cho with veigar at about level 11? If you play your cards right he isn't too terribly hard to beat.
