ive been stuck at honor level 2 ever since i started playing league, any tips?

Couple things:

Do things to get you noticed. Great plays whatever.

Make sure you honor. If everyone honors everyone gets a little honor.

Play AI. Usually these aren't toxic environments (usually.) and people just honor at the end for whatever.

If you encounter toxicity in chat, don't be toxic too. Try to be nice "Hey you tried your best" even though they're 0-30.
