I'm curious why Jhin's ultimate needs to slow?

I feel like Jhin's kit is a little overloaded. It got me wondering why each of his ultimate shots slow the enemy who gets hit. It seems like the chances of him hitting shots goes way up if he hits you with any of them. With his theme being a sniper, would it make more sense to not slow? He should have to be more accurate, especially with the last shot, since he can engage from so far away. His root already offers CC and the traps offer a slow to set up the ultimate. Just curious what others think about this.

Lack of vision with his distance I think. A slow allows him to better predict where his opponent is going to be.

I think jhin is the only ADc that doesn't need to be in the fight to dps, and it's bullshit

because else the only use of his ulti would be to kill low targets and not slowing people to help his team and historically carries that bring no utility are no bueno in high elo, unless you bust them with damage like Vayne when she was op

the slow is balanced by an inert 0.75 sec delay between shots
