Why isn't it bannable to play while under the influence of alcohol/drugs?

It honestly isn't fun to play with anyone who's high or drunk in a ranked game. They'll feed their asses off, and whenver I ask them why they aren't trying - they just respond: ''Im high af dude''.

It's because it's hard to actually prove it. Computers don't have built-in breathalysers.

Why should it be? Game is played for fun. People drink for fun. Combine fun with fun.

Pretty hard to prove if they really are under the influence of said drugs or not.

Mental state, drug induced or not, has no ground to stand on alone, its how the player acts that matters.

Example one: "Im drunkkkkkk, time to inttttt" went 0-15-0 and gets reported, and a post made about him. Example two: "Im drunkkkkkk guys lol, was fun gg" went 15-0-15 and gets 4man honored.

Its all about how its handled

I've been banned for playing drunk, but I passed out mid-game. I was too lit to stay conscious, and I mentioned I had been drinking pre-game (before they used pre-game chat for bans). With my legitimately terrible build and score, 'leaver' status, and x9 reports (probably with an explanation in the comments), I got banned. I didn't even question it, I was like, "Yep. No use crying over spit-up vodka."

Because (unfortunally) you can't actually prove that this is the case.

I drink all the time. It doesn't effect my ability to play video games.
