Instead of lottery pick, the client should just ask you what champ you want to play before matchmaking, and then match you with people who want to play the same champion.
Long queue times for people that want to play 5 rammus, sure. But that's a fair cost for wanting to submit other players to your awful ideas.

When i play with friends i always go for maximum randomness. We each pick a champ and try for 20% who is lucky. Yesterday we played 5 Udyrs into 5 Yasuos. That was pretty sweet. And when i was playing with randoms, 2 of them picked yasuo and got him. And suddenly, enemy team is 5 Malphites. God they stomped so hard, but it still was fun. And, of course, those who picked Yasuo fed them the most. Dat random :(
