Making it single target means it won't work on Gnar's boomerang and other similar bullshit.

I'm aware it is already single target. Making it function against AoE effects like Jace and Gnar's Q would help its functionality against the worst ranged offenders Top.

...Is that item even in game? I was sure toplaners always start with Corrupting Potion nowdays. I guess a few toplaners have a problem because meta doesn't favor them? Suuuucks. I mean, it's not like any other champion can fell out of the meta because of item change, right? Naaah, it's only toplane that is affected by meta changes, I forgot.

TL;DR - don't expect special treatment only because you are a toplaner.

or how about midlane meta being dominated by Syndra and Aurelion?

META shifts all the time. Riot makes changes to the game all the time. It's normal and natural that some champions will struggle while other will have easier life. I don't see that as a problem.
