summoner lvl 30 mastery lvl 7 
vs summoner lvl 5 
and mops the floor with and dominates her all game

If Garen get's ahead, yes, that sounds normal. Garen is a juggernaut. Also mastery levels are deceptive. I for one am not upgrading anything to mastery 6 for a long long time since I need champions instead.
