Mobile Payment says my Vodafone account is not active.

I play in NA but I am from the EU I set the payment settings to my country in the EU and I type my phone number in and then it says "Vodafone account not active". I don't use Vodafone I use a SIM card from a Dutch company. Can anyone help?
