Riot, why does kalista get punished for using attack move / attack move click?

I haven't played Kalista in a while until now and it was really noticeable that using attack move click on Kalista still slows down your attacking and kiting by a lot.

As a champion that's been nerfed so many times over and over again, with her most recent dropping her to one of the worst ads to pick, Why does she still get punished for using attack move click to kite?

Kalista really needs some love right now and even if this interaction with attack move was intended can we have it changed?

It feels so bad to have to choose between dealing less dps to not misclick into the enemy team or gaining more dps with the risk of misclicking and messing up an orbwalk which can often get you killed.
