how much focus should you give dragon stacks? (6.3)

they now changed the 2nd and 4th stack.

DRAGON'S WRATH (2ND STACK) +15% damage to turrets and buildings ⇒ Basic attacks burn turrets for 10-180 over 2 seconds. this is nice in my opinion. not too bad not too good.

BUT

DRAGON'S DOMINANCE (4TH STACK) +15% damage to monsters and minions ⇒ You take 20% less damage from turrets this, in my opinion, sucks. seriously had you ever say someone "wow this tower is sooo strong i wish i have resistances" no. especially not late in the game. i mean 4th dragon stack is kinda late. to me this is totally useless. maybe its op? tell me.

It, ideally, makes the "we just wiped your whole team, but instead of taking any objectives we are all just going to go clear minions then back and heal, making the team fight useless" scenario less frequent. It allows your tank to tank turrets without the need to wait for your minions to catch up to the turret, allowing you to take objectives more often.

At least that is the purpose of it, in theory, in my head.
