Why is Magic Pen getting treated so harshly in the Precision Mastery?

Here are the proposed changes on Precision:

LIVE:
  •     Lethality: 1.7/3.4/5.1/6.8/8.5
    
  •     Magic Pen:

  •         Per Level: 0.06/0.12/0.18/0.24/0.3
    
    PBE:
  •     Lethality: 1.2/2.4/3.6/4.8/6
    
  •     Magic Pen:
    
  •         Flat: 0.3/0.6/0.9/1.2/1.5
    
  •         Per Level: 0.05/0.10/0.15/0.2/0.25
    

Translated into Armor Pen/Magic Pen, we get this:

LIVE:
  •     Armor Pen: 
    
  •         Flat: 1.02/2.04/3.06/4.08/5.1
    
  •         Per Level: .0378/.0756/.113/.151/.189
    
  •     Magic Pen:
    
  •         Flat: 0.6/1.2/1.8/2.4/3

Now, both types ultimately end up at 6 Penetration. However, Armor Pen is frontloaded at 60% of its value at level 1 (well, level 0), both Live and PBE, whereas Magic Pen is being dropped from a meager 35% down to only 25%. This after Armor Pen was already buffed from 40% frontloaded up to its current 60% a patch ago. is there a reason for this?

Because there are damage nerfs across the board, and Magic Pen is already better than Lethality because there isn't a delay to when you hit peak performance.

Magic Pen is better than Lethality. It doesnt need level to scale and there is some critical info you're missing.

Literally HALF the champion pool gets 30 MR at level 18

In comparison, the lowest base armor at 18 is 68. Well except for Thesh which depends on his passive

A standard build for just about every burst mage with the current iteration of precision brings an enemy ADC who hasn't built MR down to less than zero MR, making you deal more damage than true damage.

I think mages will be fine.
