Can ADC be a solo role

I don't like the fact that You have to rely on a support to help you carry through lane. It all depends if you have a good/bad or even a support at all. I think ADCs shouldn't have to rely on anyone else and should just be a 1v1 lane just like mid and top. I recently had a game with a Leona support with fervor and ignite... It was not enjoyable and no player should have to experience that trolling. What made it worse was that she later said "hf im done" and watched me die and never did anything in lane. I don't think this is fair. And letting only 2 players at bot will let the solo ADCs see who really is better and not rely on anyone else.
