Play whatever champion and skin in Practice tool.

There should be a part in practice tool that allows us to play champs that we want(don't already have) and use skins that we don't already have. This let's the players understand a champ and skin before we buy it/them. I wouldn't want to buy a champ and then feel like I wasted my time farming for that champ. I know the champion rotation and everything is for trying out champs weekly but it can be very frustrating to wait on a champ that you want to play but is not on this week, then next week, or the other. In practice tool we should be able to change masteries and runes while in the game. We should also be able to change runes in champ select, unless riot is willing to give out free rune pages because I only have six rune pages.
