Why do dodge timers exist again?

After 2 dodges you get a 5 minute one, then after 3 like 10 minutes right and so on so on. Can they not increase that up to like 5 free dodges per like month? You can get some seriously shitty team comps over and over, dodging being a better solution than losing like 20 LP and honestly avoiding any BS. So what if people abuse the first 5, not like you haven't been in a queue that lasted more than 5 minutes due to dodging. For some of the bullshit that happens in pre-lobby it shouldn't be punished for avoiding that mess of a team
