The main issue I see with lethality is that the stat itself doesn't scale with these assasins add all. I would like to see something like increase flat AD values or % damage on their abilities for having lethality. Take Talon passive for example:
INNATE: Talon's abilities wound enemy champions and epic monsters every time they deal damage, lasting 6 seconds and stacking up to 3 times.
Talon's basic attacks against enemies with 3 wounds consumes them, causing them to bleed for 60 - 160 (based on level) (+ 200% bonus AD) physical damage over 2 seconds.
What if they do something like this:
INNATE: Talon's abilities wound enemy champions and epic monsters every time they deal damage, lasting 6 seconds and stacking up to 3 times.
Talon's basic attacks against enemies with 3 wounds consumes them, causing them to bleed for 60 - 160 (based on level) (+ 100% bonus AD) physical damage + ("0.5% every 1 Static Lethality" of their maximum health as physical damage) over 2 seconds.
