And im not talking about skill matchups. Who can i play so i can actually beat riven hard enough to where she can't do anything.

Maokai

Pantheon pre 6. His Q CD is shorter than Riven's E, so you can just keep chucking spears and slowly poke her down. Post 6 she can just all in you but if you are far enough ahead and play smart it isn't much of an issue.
If you know how to play the champion, Renekton can beat her at any stage of the game, even with both at full build (Crazy, I know).

When I see a Riven on the enemy team I always just pick 
. Renekton is better against Riven than Cho but he does have enough to beat her in most if not all points in the game, though I will have to try out the new changes for Cho'gath since he is getting changed tomorrow but I still feel he'll do just as fine with the new changes and in the end do even better in the late game.

Nobody counters riven. Only your own lack of skill does.
Kennen counters riven
the counters of riven are fiora , malphite , maokai , yasuo and zed all of this can outplay them
From what I know Garen and Jayce are 2 excellent choices. And Cho'Gath, silence her and you win.
Teemo, kinda. It's a lane that's easier on paper than in practice, as any misstep could mean your death - but if you play it nicely there is little Riven can do.
But grab some additional armor on your runes or items (preferably both) - else she will kill you in one combo at level 6.
Poppy fucks her up especially hard.
not many champions. shes incredibly strong early game which is all that matters in league of legends at S7.

the biggest problem if your backline is unaware of where riven is mid-late game only to get one hit by her from fow. basically in team fights cc the riven and dont go for the backline of enemy if your a top laner. big miistake.

And a good player. I have beat countless Riven players with Gnar.
Riven just needs her cheese mobility reassessed and they can probably put her in a better place.
The only one that beats her at all stages without the obligation of getting ahead early game is but its definitely a skill matchup so its all up to you, if you outplay her (which you will after some practicing, fiora is not that hard once you get used to her) there is no way she can beat you in any stage of the game
