It's patch 8.11 and it's the 31st, everything should be in the game, no? Where's my Diana skin :(

In eune it starts at 5pm, I think. I looked it up, and as soon as it starts, that ryze skin is mine.

The event starts at 8:00 am PT, they announced it for that time at least. Meaning you have to wait 4 more hours.
