Why don't we use attack delay to balance ranged vs melee?

cait is having her attack delay increased to prevent her from kiting easily

why don't we apply this to every ranged champions and then balance the game around a more difficult ability to kite?

I'd actually prefer if they balanced ranged champions more on ammo systems. Giving each champion a different number of shots and a different reload time could be a really cool way to make each ranged champion unique.

I suspect it's because such a delay makes champions feel worse to play (even in PvE scenarios like last hitting) and doesn't make a meaningful difference in kitting.

kitting isn't only basic attacks, spells are also taken in consideration

the reason dota has turn rate is to also prevent mages to infinitly turn everytime and cast spells

eitherway, Attack delay is better than nothing, but then you need to balance champions like Yasuo who are overloaded BECAUSE we don't have things like turn rate

The reason ADCs with ammo systems are usually somewhat broken at some point in time is because they make up for not being able to right click constantly with higher damaging abilities. This is WHY Lethality Jhin came to be a thing, as well as Miss Fortune. Every ADC in the game could be given an ammo system without being trashed if Riot wanted to, although some champions(Jinx for example) would have to have a decent amount of bullets to make sense considering they have high attack speeds(Jinx also has a machinegun so I mean...). There might need to be a bit more than JUST an ammo system to compensate though, maybe some new items or new mechanics on abilities. Would love to not see ADCs spamming autos on me though, only issue is right now a lot of ADCs can just sit there and kill you in 2-3 autos so it wouldn't really matter.

Attack delay is simply a component of base attack speed.

while we are at it why don't we move the damage part of melee AAs further into their animation such that AA resets don't create instant burst combos ?

In part because kiting is the counterplay to many melee champions. Juggernauts come to mind mostly.

or nerf their base AD by allot and increase their AD per level by allot, couldn't that work?
