Please, you can do with the items what you want but leave the runes alone. I use armor penetration runes on bruisers and they don't need this nerf. Lethality runes give the exact same armor penetration amount as live armor penetration runes except they give the full amount only on level 18 AND that armor penetration only works on champions. Keep Lethality as an item only stat please.

Part of the reason they are likely doing this is DUE TO the insanely scummy build styles of non-assassin flat armor penetration rushing. It doesn't matter much on how 'gold efficient' or 'valuable', items are whether they are the normal core item or what not. When a single item can effectively shred off about 10~15% damage reduction and a champion has a ability that lets them do high damage 'pokes' with ease, then pretty much everyone is going to jump into the 'gangbang pile of meta abuse.'

Literally been seeing what feels like a 90% auto pick rate or even 100% every time i see Miss Fortune not being banned on her being selected. Her kit already allows her to be a strong laner, able to rip apart enemy champions and get away with ease. Her rushing item 3142 as her first item especially shows how insanely powerful it starts up a snowball vs a opponent who isn't going to build the same or isn't a extremely skilled person to juke that MF into CS starvation. Because even item 3134 in its current state also gives a good example on how flat armor penetration snowballs a match too easily. Runes and Masteries just add to that problem to where i would not be amazed if some of these 'korean build copy cats' with rushing flat armor pen on non-assassins might as well be stacking nothing but armor penetration on their rune kits as much as possible.

Besides the few times when i played ADC or did not have any of my lane team mates somehow allowed a snowball to occur to grant the enemy team a easy roam, it feels like i'm getting the same treatment as when i started playing vladimir recently and use a empowered Q to effectively rip off about 25~35% of my opponent's hp with one click, except the marksmen opponent is a Draven who can W mobility rush me, quickly Q, grab the flying Axe, E knock me to the side and then throw another empowered Q and already have me below 40% health as a result, sometimes almost one shotting me(figuratively speaking, but still in a ridiculous instant that it feels like they practiced the combo till they could do it in less then 1 second or so) with item 3134 on them. Same setup with MissFortune except she can use her Q to easy pot shot me and her Strut lets her run away with ease before i can get in range to trade back at her, disabling the Strut passive and by then she already popped her slow field and then alternate targets a few times to hit me with a few more passive empowered autos or Qs.

Lethality, just like how Critical hit should be for Marksmen most of the time, is going to be the 'go to stat' for Assassins, at least for the 'AD variety'. It should be a stat only for them and not some stat any champion can pick up and then become so ridiculous its like your Annie who has no mana costs and can summon Tibbers every 3 seconds and her ability stun effect is always up, it becomes less of a game and more like a person wanting to bully you with a single item that allows ez mode pokes, ez mode escapes and ez mode trade flips in the early to mid game.
