Can the project minions be permanent? Not only planned for patch 5.17.

You need two PROJECT skins to spawn Caster & Melee minions and three PROJECT skins to spawn Cannon & Super minions. How about its permanent after patch 5.17, but can only be activated if you have 5 project skins on a team.
