Should I buy gangplank?

I'm a relatively new player who still doesn't have all of the champions. I've almost saved up enough IP to get to the 4800 tier, where the real bullshit lives. But Gangplank looks like a lot of fun. I hear conflicting accounts of whether he's good or not. I'm lacking a semitanky top laner right now (Quinn is my go too, and she doesn't fit into many team comps). His barrels look like a blast, and I've got a bunch of experience in other mobas so I don't think I'll have too much trouble figureing them out. What do you guys think about it? Save up and get someone really broken? Or live out my orange-munching pirate fantasies?

Edit: Too late I did it.
