I think an excellent way to solve the Rune problem of runes being a horrible investment prior to level 20 would be to change the rune costs and how the rune combiner works.

For this, I propose the following change:

A number of runes can be combined to create the next tier up rune of the exact same type. The runes combined to do this have the same combined IP value as the rune they are combining into (thus preventing any IP loss). This would also give level 30 players a reason to buy lower tier runes, as they can be seen as a temporary invest when working towards a new rune page.

Ideally I would prefer two of the same rune able to be combined into one of a higher tier rune, with the lower tier runes being half the price of the next tier up. So four tier 1 runes would be needed to combine into 1 tier 3 rune and would also be exactly 1/4 of the tier 3 rune.
