Ranked System Elo Needs Explaining

Alright, I have been wondering a few things regarding about this season's ranked season. They include these items of business:

1. First off, if a player has lost at least 9 out of 10 games they usually lose an elo or division in ranked? I have seen many gold players from the previous season become silver, and silver become bronze? What is up with the tier system this season?

2. Why is that the character stats are not appearing on ranked?

I hope somebody from Riot can explain this for me. Thanks!
