Can we update Estimated Q times?

Well quite a lot of champions have a skill with a short cool down as Q, for example: Ezreal. If you halved his cool down on Q, he'd be able to spam the enemy into tiny little pieces way too fast.

The timer should also continue while you're in champ select, because when someone dodges the estimated time to current waiting time doesn't update. So it is actually LONGER then normal when you factor in wait time and time wasted from someone dodging in champ select.
