But Fizz has a skillshot ult that is a big part of his damage, a dodgable E and Q, and many delays in his kit. Id argue he is one of the highest, if not the highest counterplay assassin. Especially since all other assassins can farm and poke from range.
You know... as much "counterplay" as is possible in a game where ignite and electrocute removes almost half of ur hp xd.
This is incredibly ignorant.
Fizz's ult is actually not avoidable without some form of mobility in your kit. This isn't hyperbole; if he throws it straight at you, you literally do not have enough time to get out of it's way before it attaches, no matter which direction you run in. You might be able to just barely get away with upgraded boots, Luden's, and Celerity, but it's a big maybe that heavily depends on your champion's size.
Pretend you're Vel'koz wave clearing with double tapped W (1050 range).
Fizz throws his shark straight at you, and you start running away immediately.
It travels at 1300 speed, so after 0.8 seconds, it's traveled 1050 units and is exactly where you were when Fizz threw it.
With 403 movement speed, you move 322 units in this time, but the shark's radius is 450; you got hit.
This is a perfect scenario with instantaneous reaction and no latency, and Fizz being at max range of your wave clear. It's much worse when you factor in latency and reaction time to Fizz throwing the shark, and in reality, he's going to be closer than 1050 units from you.
Whether Fizz's ult lands is completely on the Fizz player. If you miss, it's because you're bad, not because your opponent was good and dodged it. Hoping your opponent is a bad player does not qualify as counterplay.
And given that his ult is not avoidable, your entire argument is invalid. You cannot dodge his E while his shark is slowing you by 80%, and his Q is a targeted ability, so I'm not sure why you even implied it's dodgable (???)
And this is why Fizz is sitting at 57% win rate at Diamond right now.
