Riot when you plan to make systemic changes in order for duo lanes other than ADC+Supp to be viable?

In the front page, there is a post regarding winrates and the problem of ADCs still being absolutely obligatory in every team comp (thing that hasnt happen with any other class) brought up again.

This is an issue that exists in LoL since season 1, and we still have to get some definite answer. Once in a blue moon a Rioter will appear and say ''yeah there need to be large scale changes in order for ADCs to not be obligatory'' and stay at that. The question is, actually WHEN are you going to make these changes as an attempt to achieve the above goal? In Mage update? In season 7 preseason? In season 8 preseason? When? And i obviously dont mean to go for the low effort attempt, which is neither healthy and nor sustainable in the long term, to shoehorn individual champions in duo lane with awkward and out of place mechanics (cough Morde cough increased XP gain cough)

It doesnt bother me to wait, or see an attempt that ends up in possible failure. What bothers me is that i have seen zero action being taken all these years for the matter. Zero action in order to bridge the gap in sieging power between ADCs and other classes, which continues to be massive. Zero action in order to limit the laning power of ADCs (in the 1v1 tournaments, all serious matches are ADC vs ADC, do you think that its a coincedence?), which is mostly an itemization issue than anything else.

This isnt meant to be a Riot bashing post. All i want is some transparency, something that i think that its shared by the majority of veteran players of this game.
