I don't think Jinx is going to be popular in competitive play.

She has very clear strenghts and weaknesses, but these weaknesses aren't allowed to even exist in the world of competive play: Lack of mobility. Let's compare her with MF, that dissapeared from Competitive

Jinx fills the very exact role MF used to fill months ago, strong laner with good harass, with skills that carry her during mid game to transition into a decent duelist and an AoE monstrosity on late game. But Jinx simply does this much better than MF and I personally don't find a reason to ever pick our beloved anatomically desproportioned pirate hunter again.

And do we see MF on competitive play? No, we dont, because she gets raped by divers and has very little to offer late game, then Jinx can nuke low health targets, siege towers and add utility while still being a better duelist thanks to a 130% AS buff. And all this probably wouldnt be enough to compete against a Telep-hack Ezreal or a Vayne's crazy ass late game.
