Would like clarity from a Rioter

I would like clarity from a Rioter as to what happens to players who start a surrender vote, then the surrender vote gets decline. So they state they are no longer playing the game. They either A. Sit in the well and move so as to not get removed for AFK B. Run around and farm jungle monsters refusing to engage/defend/push in anyway, actively being a detriment to the team intentionally The reason I raise this question is because this seems to be a rampant issue as of late. Players getting away with both passive aggression chat, play, and AFKing. I am by no means implying that Riot is not taking action to limit or even attempt to eradicate it entirely. But my point is that this is an ongoing and continuous actively that is negatively effecting game play for four other players on his team and the five players in the enemy team. Clearly that actions being taken are not severe enough to hinder this level of behavior. So I am sincerely asking in what ways can Riot address this in the future?
