Toxic Players, Banning, Ect.

So every player has read the Riot states, The overwhelming majority of league isn't toxic because they have not "warranted" a ban ever. All our memories of toxic, troll players, ect. is just psychological reinforcement of negative behaviors. Maybe the problem is the overwhelming majority of league is toxic. Maybe they can't ban everyone so they have very lax rules on what warrant a ban. This is supposed to be a team game but we are to busy flaming.
