Lissandra's Passive stinks and needs to go.
Riot Wencelaus introduced her as a "Mana-efficient mage." Lissandra has the lowest Mana regen in the game (at level 1, only Taric has worse regen by 0.67), as well as nearly the lowest Mana among all mid lane mages.
I understand she has these low base stats to pay for her Passive, which lets her cast a spell free of cost every 16 seconds (reduced by 1 second for every enemy she hits with Q, W or R), but I disagree that makes her "Mana-efficient." Her low pool actually means you have to watch the early aggression and be very strict about Mana management.
I think Lissandra's Passive should be a very good candidate for a mini-rework, as it just costs her base stats but grants no strategical depth outside of niche fringe cases. It doesn't even supplement her fantasy or play pattern.
Lissandra's a mage who wants to be right in the thick of things and apply hearty amounts of CC to the enemies, whittling the HP of melee champions down gradually while stat-checking ranged champions. Her high moment is when she freezes someone with ult, offering amazing CC.
I feel like her Passive should contribute to that. Things like automagically slowing enemies who are within x range of her, or maybe her having an ice shield that outright nulls the first basic attack against her every x seconds, or releasing a burst of frost upon death that deals damage and slows in a zone around her.
There's many more compelling things, and I think Lissandra deserves some attention to be put in a better balanceable state. There has to be a reason she's intentionally kept on the low-end of stats, right? Her last patch note appearance was 6.18 for a health nerf for being too tanky. I don't think it's fair towards Lissandra mains and Lissandra enthusiasts that she should be kept low at all times.
At the very least, she shouldn't be handicapped by a Passive that makes Mana management on her hard, when she should be "Mana-efficient."
