Quinn is a female. Illaoi and Quinn serve different roles, so I'd just get the one that helps fill out your champion pool so you have several options for every role. Champions are 7800 IP for the first week of release, so if you're tight on IP you should hold onto it for the first week at least if you're getting Illaoi.
quinn isnt noob friendly, just wait for iiaoi, plus, quinn is complete shit right now, we quinn mains waiting for 5.23 for her fix
