I actually kinda agree, but on champs like Soraka its probably better than the hybrid pen lol.

you have the option between it and hybrid pen... why would you want to get hybrid pen on supports or on tanks? some champions scale better with CDR than they would with the amount of flat pen the other mastery gives you

Yeah.. it's kinda god on tanks and supports only (and not even all of them. Annie support wants pen for example.

I kinda agree with it being a noob trap, but don't flat-out say that you should not take it at all.

There are a lot of champions that work better with one of the keystones from the other trees, and thus give up a lot if they go for Intelligence. It is a Phreak said, you go tier 3 into a tree for the keystone, not for the 5 point mastery.
