does the ultimate hat work on top of cdr?
do i get 40-45 cdr depending on items/runes PLUs 15 cdr on my ult or do i get 40-45 max cdr no matter what? cause one of those things is good the other is a useless waste.

His ult has a cooldown (limiting how quickly you can throw down your shroom charges), but it's super short and it's more his shroom charges that are the limiting factor. Shroom charge rate is effected by regular cdr, but unclear if the ult specific cdr affects shroom charge rate.
That said, it's only ~5% exta cdr at the end of the day, and thats if he's capping cdr. He's a monster regardless because, y'know, teemo, but dunno that he'll be extra strong because of that particular rune.
