the reason is that she bullies the shit out of you from lvl 1 to the end of laning phase people hate malz but meanwhile lulu is fine WHILE SHES PERMABANNED (and malz isn't)

Malz is less interactive. Throws abilities onto you and then can walk away while you take lots of damage. That is the reason he is considered a problem by Riot.
Lulu's kit has more interactivity to it, how you trade with her in lane is very important to how the lane will go. And there are a number of ways to out-play her kit, unlike Malz.
All that aside, their kits are too different. One cannot compare kits in a vacuum.
Your entire argument revolves around this comparison saying people hate malz but lulu is 'fine' though often banned...? -> therefore Riot should revert a buff. This is very convoluted, disjointed, and provides no evidence. It is simply comparing objective opinions and generalizations about people's (unclear which people) opinions about the two champions.
I'm not saying they shouldn't nerf her, but you've got to present a better argument than that if you want your idea to be taken seriously.
I can careless I stopped playing her after they nerfed her. By that I mean pix used to count as a onhit effect now it doesnt
They should reduce the early damage of the passive(keep it the same at later ranks) and maybe revert the Q manacost buffs or lower the early game damage of that and E aswell. Compensate with increased basehealth/lvl so she can actually use her passive and stuff later on without instantly needing to shield/ult yourself, which currently causes her to be a buff bot later on so she can stay far back from any danger.
Her passive damage in fine and I don't see what problem there is with it right now. They need to nerf her Polymorph. That should not be 2.5 seconds. Polymorph is like a stun; Why does a champion have a 2.5 second click on stun?
I have had to face lulu a few times, i most play support and she is a nightmare to lane against.
