Yo riot repertoire about top

I'm asking as someone who loves watching lol esports but have you guys ever thought of bringing back an item to counter tanks in top lane and replace blade that became a marksmen item? (eg like bringing back Zephyr having it build from atk speed and health and providing small on hit percent health damage?)

I know that tanks are in now but I just think instead of being nerfed into the ground, there could be some opportunity cost for picking tanks in the top lane. One option is giving other non tanks an item to make you think do I really wanna play a tank.
