I get what it does but i dont get when you would build it and why ?

WIth the crit changes ... IE offers true damage on crits instead of increased damage as well as double your strike chance ..... the critical strike chance comes from only zeal items .. so inorder to optimise IE wouldnt it be betetr to just go standard zeal item into IE rather than stormrazor? especially since the crit damage given from storm razer does reduced damage compared to a nomral crit?

It means Lethality builds can first hit crit without a Crit item. Aka..... champs like Jhin MissFortune Jayce who routinely build Lethality ( item 3147 item 3142 item 3036 item 3814 are common), they can now Crit that Lethal damage, and potentially proc their on board damage boosts.

For example, Jhin can now Crit both his 1st and 4th shots without even having a crit item. And since his AD is so high, even with a Lethaliy build, Critting on it becomes a close to a one shot.

In MF's case, It CAN one shot because Love tap applies on her first shot to a target, and has no windup.

Assassins are also using it, because on Zed Pyke Khazix , it helps them get to a point where they can ensure the executes, and reset whatever parts of their kits reset on executes (Kha's Leap, Pyke's R)

I really think aside from a very few adces that it is a situational item for when you believe there will be a lot of pauses in fights and you want some more movement speed and guarenteeing a crit when you attack again. It can be used on Lucian to guarantee his first attack and double shot crits, get movement speed from it and start his ult, then stop his ult to aa again which will be another guarenteed crit. Might be good on some others for the kiting it helps to provide, as well as sometimes it's better to simply stop attacking and run. Remember the more attack speed you have, the longer you have to wait to guarantee another crit and what some people haven't realized is that the attack speed you gain while leveling benefits this, in addition to items and if the champ has attack speed in abilities, mid game I believe it's fairly certain on average adcs you will be able to crit if stop attacking between every 1 - 0.5 seconds while getting 10% ms when you do so, and the item itself gives AD and attack speed so it does not suffer too much if you are in a fight when you are constantly attacking.

It can be thought of as the ghostblade for adcs. It can easily go down to every 1 second you are guaranteed to crit if you haven't attacked, especially early on if you have lethal tempo or hail of blades up. Even if you aren't someone like Lucian who first came to mind, it can be good to get situationally if you believe you will often need to reposition in a fight and if you don't have good peel and will be pausing/repositioning between attacks over consistently kiting and aaing someone for long durations. I think it would be good on Lucian, Tristana, MF, Vayne, Draven. I also believe the movement speed might get buffed a bit and/or the pause between needing to crit might be reduced, if too many people neglect to buy it.
