Help Me Understand Total Heal/Shield Percent Value

When you are playing an AP support with Ardent Censer and have reached full build, and you hover over how much your heals and/or shields provide, does that amount calculate in the additional 10% healing and shielding power? Or, would you have to take the total amount of heal/shield provided and add 10% to it?
