Key fragments only spawn when you have 9 chests?

ive won for days and no frags until 9 chests. this has happened several times. anyone else confirm?

Ok so let me try to explain. So every month you can get lets say 5 key fragments. (I do not know what the real number is but for example lets say 5). Now lets say you get these key frags at 1 win 5 wins 20 wins 35 wins. So I win get a key frag then after 1 month i can earn that key frag again. The keys that you can get refreshes after a month.

It was in a riot post I could find it for you but look up hextect crafting and if you look hard you will find it.
