automated reporting system/tribunal..? Do the reports do anything?

I seriously don't understand what was wrong with the tribunal. I'm trying to level up an alt. account and it's by far the worst thing I've ever had to do. I just queued up for blind pick, we picked our roles, i was stuck with ADC, (I'm not bad, but it's my least disliked role) and instead of the person who was SUPPOSED to support, we have duo top with a jungle, which was never mentioned. I'm Vayne, of all people, vs Lucian and talon, I ask in the beginning why 2 people are walking top and who is going to support, my entire team ignores me. I ping over and over for someone to come support, because its so much poke i cant do it alone. Them seeing I'm solo they hard push and attack, and within a minute and a half i nearly die, and I'm forced to leave lane with 3 cs. Since my entire team, including my mid and jungle, never say a word, continue to ignore me, i just leave and let them have bot. There's literally nothing i can do, yet I get flame from my jungle saying to just stand at tower and soak up experience, that I'm "doing it wrong". I head mid, and try to get what very little cs I can considering I have no runes, no cs, no items at this point. I still can't snatch much because Nidalee in cougar form gets much more wave clear. No one on my team is warding at all, I don't have money to buy wards, just my trinket, and I'm a HUGE stickler about warding. Vision is an absolute must for me, jungle complains that no one tried to save him when 3 people jumped on him, nidalee is 2-4, and I end up going 0-6 just from lack of everything, fizz is 0-4, singed is 0-2, heimer is 4-3. I really miss the tribunal in the sense that it was up to the community to decide, and the messages of how they trolled were actually read, instead of the automated report system. Despite this, I get reported for flaming them, and Heimer calls me trash for 0-6 in a match up I was never going to win due to the complete lack of consideration and teamwork from the entire rest of my team. I was even playing safe at mid tower, but I'll be damned if their entire team didn't see me as free gold and took every opportunity to kill me. I mean I was getting rek'sai ulted, talon ulted, ignited, just from FARMING, not over extending. My team wasn't able to handle any of them either, so we ALL would just die. Enemy Lucian somehow became 7-0 when I left bot. Does reporting people for "assisting enemy team" actually do anything? I would like to honestly know that Riot is as uptight about trolls as they are about ANY kind of toxicity, because this is awful, and it happens quite often. I never got any higher than low gold in the past, but I can say as far as low gold goes they exist there too. I seriously suggest the IP's of people who do this kind of stuff get banned, because you can mute toxicity, you can't mute the trolls who ruin your games. It honestly makes it NOT fun at all, you have to sit there through this god-awful game, and hopefully no one is duo because double the reports and the refusal to surrender from trolls. Any solutions?

Also, on a last note, Does blocking people keep you from playing with them again? I was under the impression it was supposed to, but a past "mid or feed" troll I played with I had blocked, but had him in my very next game, I didn't even instantly re-queue.
