Lulu is very dependent on her ADC, as she only performs as well as they do. As a result her win-rate is heavily tied to the marksman she is sharing lane with. Currently she has the highest winrate with Kog'maw. It's hard for Riot to Buff Lulu, as the moment they do, she is immediately taken Top or Mid lane and turned into an oppressive monster for anyone involved. Unless her win-rate drops further, it's unlikely we'll see any changes till the Enchanter update.
Hopefully not.

Most of the rioters arent in office right now. She will most likely get buffed soon though
