Champion capsules

In the league of legends patch it said "most capsules contains at least one champion shard" I don't know if this is a bug or something, after the update i leveled up like 7 times i got champions in the first two times but then I only got blue essense, i got 500 twice and i got 725 three times this is kind of annoying to me because i never get champions i want or at least get more blue essense. Please tell me is this a bug or something.
