Permanent shards

When I get a permanent skin shard for a champ I don't own after rerolling shards how come I can't use it when that champ is free week? Heroes of the storm does that (Even though with that game 95% of the skins you get are for champs you don't have) I'm not sure if it could raise some problems with the coding or what ever. I was just wondering.
