ADC's and Auto Attackers will take a pretty strong hit with the Strategic buff. I feel like Tanks will have a Stronger presence due to the reduced damage and the Anti tendency. The reduced Movement speed will also make harder to dodge spells thrown out.
Potential top lane choices.

Kinda throwing ideas out their. Singed does have a toggled ability which can be used to stack a tear, which could mittigate some of the Mana consumption problems. Ryze has his CDR reduction on his Passive and his Q which might (might) make him a little easier to get off spell rotations. Sion I just mentioned because he's just so tanky.
Jungle: Good luck: the mana cost, CDR debuff, and AS nerfs probably will make any dedicated Jungler unviable
Mid:

Zed using Energy will Probably still have a decent laning phase (thou his pick potential will be less often) due to the reduced MS having high mobile mages would probably work well like Ahri and Kass. I mention Xeriath only because he could still clear wave even with the increased mana cost.
ADC:

I feel like AD casters will have a better time handling the nerfs to mana and CDR compared to the AS and crit nerfs.
Support:

Kinda the lock up champs. with the MS nerf, there is always room for improvement, which Janna offers.
would suddenly become viable.
